EXCEED - Building Capacities for Excellence in Digital Health Research
Project “Building Capacities for Excellence in Digital Health Research - EXCEED” is a strategic capacity-building and research development initiative designed to strengthen institutional excellence, international competitiveness, and innovation potential in the fields of digital transformation and healthcare technologies.
About Project
Driven by shared ambition to strengthen their role in the national and interregional innovation landscape, the University of Split, Faculty of Electrical Engineering, Mechanical Engineering and Naval Architecture (FESB) and the University of Split, School of Medicine (MEFST) have jointly initiated the Building Capacities for Excellence in Digital Health Research (EXCEED) project. The EXCEED project primarily targets academic and research staff within both institutions as directly engaged in the implementation of project activities, while also engaging key actors of the quadruple helix – industry, public sector, and civil society – as essential contributors to the co-creation, implementation, and scaling of effective and sustainable digital health innovations.
The project is financed under the Synergies Program (Call - Route to Synergies - DIGIT.2.2.02.) within the Digital, Innovation and Green Technology (DIGIT) Project, funded by the World Bank through the Loan Agreement (Loan No. 9558-HR) and implemented by the Ministry of Science, Education and Youth of the Republic of Croatia.
Project leader at the University of Split, Faculty of Electrical Engineering, Mechanical Engineering and Naval Architecture (FESB) is prof. dr. sc. Mladen Russo. Project is implemented from 15th January 2026 to 14th January 2027. Total project budget is 99,875.52 EUR.
Project Objectives
The main objectives are:
- Assess existing institutional research and innovation capacities in relation to Horizon Europe opportunities
- Develop high-quality, competitive Horizon Europe project concepts and establishing strong international consortia
- Strengthen internal research management and proposal development capacities
- Showcase and promote existing research infrastructure as a strategic asset for Horizon Europe consortia
- SEO-optimized for better search engine rankings
- Ensure effective project implementation and strategic communication of results
Project activities
Project EXCEED implements a set of coordinated activities including:
- Activity 1: Preparation of projects for Horizon Europe calls for proposals
- Activity 2: Capacity Building
- Activity 3: Showcasing Research Infrastructure Potential

Feedback & Accountability
Grievance Redress Mechanism (GRM)
The EXCEED project, supported by the World Bank, is committed to transparency and the effective management of social and environmental risks. We have established this Grievance Redress Mechanism (GRM) to provide an accessible and inclusive channel for stakeholders to submit feedback or complaints.
Purpose of the GRM
This mechanism is designed to:
- Address concerns regarding project-affected parties in a timely manner.
- Prevent and mitigate risks of corruption, fraud, or conflict of interest.
- Ensure the program remains accountable to its beneficiaries.
